Captain SANTA.. is there any naval law not broken on White Palm ?

When the fire broke on White Palm .. the vessel was already over crowded (by declaration of Cpt SANTOS) ,and the personel on board were sleeping in the messs room as they had no  cabins.

My we  ask the Cpt SANTOS,  the Palm Charters sa , the PORT authorities of Fujairah, the Flag country , the Spanish authorities..?
Has anyone checked if there was enough space on the life rafts?

How many personel were on board by that time?  What is the capacity of the Life Rafts?
